    14 MIL HABITANTES: CENSO DO IBGE APONTA POPULAÇÃO DE CUJUBIM MUITO MENOR DO QUE SE IMAGINAVA (28 MIL HAB.)

    APENAS 1 MILHÃO E 579 MIL: CENSO DO IBGE APONTA POPULAÇÃO DE RONDÔNIA MUITO MENOR DO QUE SE IMAGINAVA

    Nem 1 milhão e 700. Nem 1 milhão e 600. Todos estes números que se apresentavam como verdadeiros, sobre a população do nosso Estado, caíram por terra. Somos bem menos. E tivemos um crescimento de apenas 0,4 por cento, entre 2010 e 2022. Somos, pelos números oficiais do IBGE, exatas 1.579.626 pessoas vivendo nesta terra de Rondon. Há 12 anos, éramos 1.562.309. Ou seja, em pouco mais de década, a população total do Estado aumentou em pífias 17.317 almas, ou seja, 1.713 novos rondonienses por ano. Outro dado: embora a sensação é de que crescemos muito, já que ainda surgem novas áreas de habitação em diferentes pontos, Porto Velho teve um aumento de pouco mais de 7 por cento da sua gente, na última dúzia de anos.

    A Capital tinha 428.527 moradores há uma década e pouco. Hoje tem 461.748, apenas 7,7 por cento de crescimento. Em números absolutos, temos somente 33.221 habitantes a mais. Ou seja, por ano, o crescimento teria sido de apenas 3.322 porto-velhenses. Ji-Paraná, a segunda maior cidade de Rondônia, teve um número um pouco maior do que os insignificantes 7 por cento de Porto Velho. Lá, em 2010 a população era de 116.610 e agora passou para 136.825, um crescimento percentual acima dos 17 por cento e, em números absolutos, 20.215 ji-paranaenses a mais. É o mesmo caso de Ariquemes, a terceira cidade do Estado.

    Ela também cresceu, em termos populacionais, muito menos do que o esperado, para uma década. Há dez anos, os números apontavam para 90.353 habitantes e agora, pelo censo do IBGE, são 100.896 almas, um crescimento de 9 por cento no período e, em números absolutos, mais 10.543 ariquemenses.

    Como ocorreu no último censo, a gritaria é geral, principalmente de prefeitos, cujas cidades poderão perder muito dos parcos tributos federais e estaduais que recebem, sempre proporcionalmente à sua população. Uma nota da Associação dos Municípios, a AROM protesta contra a decisão do TCU em fixar estimativas populacionais, com base em números do censo de 2022, que ainda não seriam definitivos.

    Diz um trecho da nota: “considerando que o Fundo de Participação dos Municípios (FPM) é uma  das principais fontes de receita dos entes subnacionais, em especial, aos municípios de médio e pequeno porte, a entidade municipalista entende que a decisão do TCU, publicada em 28 de dezembro de 2022, com efeitos financeiros para o exercício subsequente – ou seja, já no dia 1º de janeiro de 2023, de forma abrupta e sem exercício do contraditório ou ampla defesa pelos municípios impactados, contraria os critérios de razoabilidade e proporcionalidade que devem ser observados pelos órgãos responsáveis pela fixação do coeficiente nacional”.

    Em Porto Velho, o valor dos tributos vindos da União pode ser muito abaixo do esperado, já que autoridades da Capital juram por todos os santos que a cidade tem entre 550 mil e 600 mil habitantes. Uma importante autoridade do Estado, contudo, resumiu a ópera: “o que se pode fazer? É o Censo, não é”?

    Sobre o assunto, ainda, que vai fervilhar por longo tempo, o IBGE também divulgou uma nota, dizendo, entre outras coisas, que o órgão entende que não procedem as contestações de municípios que defendem a utilização dos dados populacionais desatualizados. Avisa também que “segundo informações do site do TCU, para recorrer em relação aos valores dos tributos que irão receber do Fundo de Participação da União, os municípios dispõem de 30 dias, a partir da data da publicação dessa decisão”, ou seja, pouco mais de duas semanas. O prefeito Hildon Chaves retorna das férias nesta segunda-feira e este deverá ser um dos primeiros assuntos da sua pauta. Prefeitos de todo o Estado estão se mobilizando, numa corrida desesperada para não perderem ainda mais os parcos recursos que recebem, no geral.
